Subject: Proposal for a Council Regulation establishing a Community programme on the conservation, characterisation, collection and utilisation of genetic resources in agriculture
COMMON GUIDELINES

1. The abovementioned proposal for a Council Regulation was submitted to the Council on 22 December 2003.

2. The European Parliament and the Economic and Social Committee delivered their opinions on 1 April and 31 March 2004 respectively.

3. Without prejudice to the opinion of the European Parliament, the Special Committee on Agriculture reached unanimous agreement on the proposal at its meeting on 8 March 2004.

4. It agreed to suggest that the Council:

­ adopt the Regulation, as set out in finalised by the Legal/Linguistic experts of the Council, as an "A" item on the agenda for a forthcoming meeting;

­ enter in the minutes of the Council the statement set out in the Annex.
