Federation TAFE, as the vocational education and training arm of Federation University Australia, traces its roots back to the Ballarat School of Mines and, with campuses across the Ballarat and Wimmera regions, works closely with employers, industry, and community partners to deliver transformational education and training that our regions need to thrive. As Chief Academic Officer and a member of the TAFE Executive team, the Director, Skills and Education Delivery will set the strategic ambitions of the Skills and Education Delivery portfolio and lead the provision of high-quality, compliant vocational education and training that meets the needs of students and industry. The Director will deliver the key priorities detailed in the Federation TAFE Strategic Plan 2026-2030, which is a sub-strategy of Federation University Australia’s Strategic Plan, Federation 2040.

Reporting to the Pro Vice-Chancellor VET and Pathways and Chief Executive TAFE, the Director will work with broad direction and significant autonomy, with direct line management responsibility for the leaders of the Centre for Health, Community, Technology and Education, the Centre for Service Industries and Built Environment and the Centre for Corrections Education, as well as TAFE projects and Commercial operations teams.

The Director, Skills and Education Delivery will:


	set and execute strategic and operational plans for the portfolio that align with student, industry, and stakeholder needs and expectations and Federation priorities;
	drive excellence in teaching and learning, advancing flexible and innovative delivery models and embedding strategies including the Co-operative delivery model to maximise student success and retention;
	ensure Federation TAFE is legislatively compliant and responsive to its regulatory and reporting obligations;
	work with TAFE leadership on strategic and operational campus planning, student retention, student number growth, and financial sustainability, ensuring courses are viable and deliver surpluses to invest;
	develop a high-performing workforce with skills and knowledge aligned to industry, learner, and organisational needs, and create a positive, respectful, inclusive, and safe culture; and
	collaborate with Higher Education and senior University leaders to deliver unique career pathways and leverage strong industry partnerships of mutual benefit.


About you

You will be an experienced vocational education and training leader with a track record of delivering against strategic and operational objectives in a large, complex, and highly regulated environment. You will combine strategic ambition with operational discipline, use market and performance data to shape a strong and viable education offering, and build credibility quickly across both the TAFE and higher education environments.

You will possess:


	a postgraduate degree or equivalent qualification in a relevant field, together with extensive management experience in an educational environment;
	demonstrated experience in the senior management of vocational education and training delivery within a large setting;
	demonstrated expertise in strategic planning, VET governance, and operational implementation, with evidence of delivery against strategic and operational objectives and regulatory compliance requirements;
	proven ability to lead and manage staff, embedding a positive, safe, and inclusive workplace culture and developing a culture of accountability and high performance;
	proven ability to build and nurture productive and sustainable partnerships with diverse internal and external stakeholders;
	demonstrated interpersonal communication, presentation, and influencing skills, including the ability to negotiate effectively and work through issues constructively; and
	demonstrated ability to interpret and analyse data and information and make sound decisions to resolve problems, whilst being open to innovative ideas.

We invite applications for a doctoral researcher position within the VODBIO project, Vegetation Optical Depth as Biophysical Proxy: Retrieval, Validation, and Applications. The project develops a physically based framework for interpreting satellite microwave vegetation optical depth (VOD) as an indicator of vegetation water content, biomass, and forest structure. In this position, the doctoral researcher will generate realistic three-dimensional representations of trees and forest stands that support microwave electromagnetic modelling and physically based VOD interpretation.

The doctoral researcher will work at the interface of terrestrial laser scanning, quantitative structure modelling, forest ecology, and Earth observation. The position is particularly suited to a candidate interested in using advanced 3D remote sensing methods to link tree and forest structure with vegetation water and biomass signals observed by satellites.

The starting date is negotiable but preferably no later than November 1, 2026. The position is fully funded for three years (36 months).

Main responsibilities

The doctoral researcher will develop and apply workflows for converting terrestrial laser scanning (TLS) point clouds into quantitative structure models (QSMs) of individual trees and forest stands. These models will describe tree architecture, biomass distribution, woody and foliage components, and water-content-related properties needed for microwave VOD modelling. The work will include processing existing TLS datasets and collecting new field data from contrasting ecosystems, including tropical dryland vegetation in Kenya and moist tropical forest in the Amazon region.

Key tasks include:


	process 3D laser scanning data from forests;
	create realistic digital models of trees and forest stands;
	describe tree structure, foliage, biomass, and water content in the models;
	combine field measurements, laser scanning data, and satellite information;
	take part in fieldwork, data analysis, scientific writing, and project meetings;
	work together with project partners in Finland and internationally.


The doctoral researcher is expected to prepare a PhD thesis consisting of three peer-reviewed scientific articles. The thesis will focus on generating 3D tree and forest representations for microwave remote sensing, including QSM development, synthetic forest modelling, foliage and water content representation, and the use of these products for physically based VOD interpretation.

Research environment and supervision

The position will be based at the Department of Geosciences and Geography at University of Helsinki and supervised by University Researcher Janne Heiskanen and Professor Eduardo Maeda. The doctoral researcher will be part of an interdisciplinary consortium involving the Finnish Meteorological Institute, Aalto University, and international collaborators with expertise in microwave remote sensing, electromagnetic modelling, terrestrial laser scanning, forest ecology, and ecosystem modelling. The researcher will work closely with project partners responsible for 3D electromagnetic simulations, VOD retrieval algorithms, and ecological interpretation of vegetation water and biomass dynamics, with opportunities for fieldwork, research visits, conference participation, and co-authored publications.

Candidate profile

We are looking for a motivated candidate with a strong interest in remote sensing, forest structure, ecological modelling, or geospatial data science. Suitable backgrounds include geography, forest sciences, ecology, environmental sciences, geoinformatics, physics, computer science, or a related field. Strong programming skills, for example in Python or R, are required. Experience with point cloud processing, terrestrial or airborne laser scanning, quantitative structure models, GIS, or forest inventory is considered an advantage. The candidate should have good analytical skills, capacity for independent scientific work, and willingness to collaborate across disciplinary boundaries.

The position provides an excellent opportunity to develop expertise in 3D vegetation modelling, field-based remote sensing, and physically based interpretation of satellite observations. The doctoral researcher will contribute to methods that improve our ability to monitor vegetation water status, biomass, and ecosystem responses to drought and climate change.

The employment contract will include a probationary period of six months. The appointee should either already have the right to pursue a doctoral degree at the University of Helsinki by the start of the appointment or apply for the right and obtain it within the probationary period. If the candidate does not already have the right to pursue a doctoral degree at the University of Helsinki, it must be applied for separately. We are seeking to recruit a talented student support officer to join our team in the Faculty of Science in an interim capacity (12-month period). The Student Support Officers support the delivery of our ambitious strategy for world-leading student experience and to provide academic student support across our departments.

The hubs provide a key point of contact for students, offer advice and support to those students whose progress has faltered or who are experiencing difficulties and ensure all students receive timely and consistent advice to support their academic progress to ensure they have a successful learning and development experience. The Student Support Hubs work closely with student support staff within our colleges and our specialist student support services to ensure a package of support is put in place.

The post holder will provide direct support to students in one or more academic departments, working in partnership with departmental Learning and Teaching teams and academic staff in key student facing roles, to proactively monitor and identify students who may need additional support. The post holder will also provide advice to staff and students on the University's regulations, policies and procedures, alongside wellbeing support processes and escalation routes. The role has a clear career progression pathway within the University's student support framework and includes role specific training and development. The nature of the role means the postholder will need to be flexible and happy to be deployed to different academic departments as need arises.
